We are pleased to announce the 2026 Midwest Advanced Public Service Institute (MAPSI) at a beautiful new location – The Inn at Harbor Shores in St. Joseph, Michigan. 

MAPSI is the partnership between the leaders of MPSI and IPSI to extend the institute experience and provide a unique training opportunity. This endeavor is in response to the demand for ongoing, continued leadership programs for MPSI and IPSI graduates as well as Public Service Directors and Upper Level Managers.

MEET THE FACILITATOR

Lewis Bender, Ph. D.
Professor Emeritus, Southern Illinois University, Edwardsville

Lew Bender is well known to graduates of both Michigan and Illinois Public Service Institutes. As the Facilitator and Instructor, his job is to keep things moving throughout the program. Just remember “Always Obey the Facilitator” and everything will be fine.

Biography

He is Professor Emeritus at Southern Illinois University Edwardsville. Lew has researched and taught a wide variety of courses related to management and supervision. His primary research focus has been on organizational teams and the myriad factors and variables that impact team processes and effectiveness. 

He is a specialist in helping teams and organizations to become more effective and efficient. He is currently conducting seminars and workshops for leadership and operational teams across the U.S. and Canada.

Dr. Bender received his Ph.D. from the University of Georgia (1977) his Masters degree from Wayne State University (1973) and his baccalaureate from Grand Valley State University (1971).
